ITANAGAR, Dec 28: Day long training cum distribution of Rabbits was held at KVK, Papum Pare, Karsingsa, yesterday.
Altogether six farmers were selected as beneficiaries in the first batch.
Dr. Tilling Tayo, Subject Matter Specialist (SMS) Animal Science, spoke on rabbit production, right from housing, feeding, and breeding and disease management.
He advised farmers to take up rabbit farming in commercial dimensions for meat and tap the potential of rabbit meat in Arunachal Pradesh, as its meat is low in cholesterol and high in protein.
The cost of production is also very cheap as compared to other livestock and poultry
farming, since they feed on green grass and in addition with small amount of rice
or wheat bran. More over gestation period of rabbit is very short and they can litter
four times a year with an average of 6-
Earlier, Dr Taba Heli, Programme Coordinator, KVK, Papum Pare, urged the participants to clear the doubt regarding rabbit farming from resource person for successful management of rabbit production at their own farms.
Dr. Tadang Padung Director, Animal Husbandry and Veterinary and Dr. Taku, Deputy Director AH&V distributed the rabbit to beneficiaries and asked them to rear the rabbits not only as pets but also explore the possibility of meat in near future.

APCSD celebrates Seva Dal Divas
ITANAGAR, Dec 28: Arunachal Pradesh Congress Seva Dal (APCSD) celebrated its foundation day as Seva Dal Divas at party office Naharlagun today.
APCSD chief organizer Kipa Kaha, who led the celebration, exhorted the Seva Dal delegates coming from various districts to work for further strengthening Congress Party organization in the state.
Seva Dal spokesperson Geli Ete while highlighting the Chief Minister's Universal Health Insurance Schemes, urged all to avail the benefit of the scheme. Singer leads cleanliness drive in Basar
ITANAGAR, Dec 28: A cleanliness drive was carried out at Basar led by renowned singer Marto Kamdak on Dec 25, who was nominated by Minister of State for Home Kiren Rijiju to carry forward Swachh Bharat Abhiyan.
The event saw the participation of young people, public and members from BJP Mandal Committee of Basar.
They cleaned the surrounding areas of Basar town as well as drainages. The local residents who participated in this programme expressed their willingness to support the cause spearheaded by Rijiju and continue their efforts to keep the clean town.
Kamdak called on the participants to keep their clean own surroundings as well as keep physically healthy to make a healthy nation. AR conducts tour prog for students
ITANAGAR, Dec 28: Assam Rifles Battalion based at Khonsa organized National Integration Tour from Khonsa to Pune and Mumbai for 14 students of Tirap and Changlang districts under Director Generals Assam Rifles Civic Action Programme. The team returned to AR Battalion HQs, Khonsa, on Thursday.
The students had the lifetime opportunities to visit various places such as Victoria Memorial, MP Birla Planetorium and Boat Ferry in Kolkata, National Defence Academy, Khadakwasla, Singhgarh Fort, Snake Park at Katraj, Pune University, Science Park, Shaniwarwada Fort, CEME Pune, Army Rowing Node in Pune and Adlabs Imagica, Mumbai Darshan, Gateway of India, Marine Drive, Worli Sealink, Elephanta Cave and Juhu beach in Mumbai.
The students also had the opportunity to interact with the local people of those areas and witness the development and cultural heritage of the country.
The Army hoped such tour programme go a long way in bringing the hill people and their friends closer.

Dangoria Mela draws record crowds, thousands offer Puja
PASIGHAT, Dec 28: Pasighat came alive once again witnessing the highest footfalls today to celebrate annual Bura Dangoria Baba Puja with great devotion and enthusiasm.
Thousands of devotees and tourists from different parts of the country thronged the shrine here to offer 'Puja' to Lord Shiva, Goddess Parvati, Ganesha and Nandi.
The lavishly decorated temple and roadside delicacies added to the festive mood besides the yearly crowd pulling 'mela' organized on the sideline of the celebration.
The local administration made elaborate security arrangements by deploying police and paramilitary forces to ensure safety of pilgrims and devotees.
The majority of the visitors purchased dresses, decorative and household items including carpets, metal crafts, bamboo showpieces and sculptures of metal and many rural products that were put on display in the Mela.

Arunachal Govt. to prepare a vision document in 2015: Tuki
Itanagar, Dec 28: Arunachal Pradesh Chief Minister Nabam Tuki today said the state government's New Year resolution is to prepare a vision document 'Vision 2030' for planned growth in the state.
"We are contemplating micro planning from the block levels by constituting various committees for suggestions and recommendations to be incorporated in the document," Tuki said while addressing party workers at the Rajiv Gandhi Bhawan here to mark the 129th Congress foundation day.
The Chief Minister exhorted party workers to send inputs and suggestions for incorporating in the proposed document.
"As Congress is not in power at the Centre, the common fear among the people is that fund flow will stop. There are opposition parties who are writing to the Centre to halt development and stop fund flow to the state," he alleged.
Stating that the Constitution provided a federal structure where funds cannot be stopped, Tuki said the recommendations of the Finance Commission were also constitutionally binding.

"If there are any shortcomings in the panel, it should be rectified and strengthened. It could be given a federal structure by taking the opinions of the states," he said.
"A bill to reform the Planning Commission is likely to be moved in the Parliament and it will easily come through in the Lok Sabha as the ruling party has majority, but in the Upper House it will face strong opposition," he pointed out.
Referring to various schemes launched recently by the Centre, Tuki said all of them were old schemes with new nomenclature.
"There is a visible move to dilute Congress' policies and programmes by the present NDA government at the Centre," he said.
Stating that Arunachal would be a model state in the country soon in terms of cent per cent population coverage under the ambitious cashless Chief Minister Universal Health Insurance Scheme, Tuki exhorted party cadres to join hands with the state government to make the scheme successful and for entire coverage of the population by March 31 next.
"With Arunachal becoming the best skill development state in the country, in devolution of powers to panchayati raj institutions, the state will go up to fifth position in the country from its 27th position," he said urging party workers to work with team spirit for overall development of the state.
Earlier speaking on the occasion, former MP Takam Sanjoy dispelled fears that the NDA government at the Centre could stop fund flow to the sensitive border state.
"Let the Centre dare to do it... Such attitude of the Centre will lead to a catastrophe. Arunachal is an integral part of India and no Prime Minister can neglect the frontier state," he said adding "If at all Prime Minister Narendra Modi does it, it will be unbecoming of his post."
Arunachal Pradesh Congress Committee (APCC) president Padi Richo highlighted the relevance of the day while, associate professor (English) from Dera Natung Government College Dr M Q Khan spoke on the Congress history.

Joram Lali, Executive Engineer (E), Capital Electrical Division said that those who are opposed to the drive are the ones who does not want to clear the bill regularly.
He says that the department have received positive response from the people. Though there are sporadic cases where people have refused to have it installed, most consumers are supportive, he said when asked about the reaction of the consumers to the new system.

ITANAGAR, Dec 28: Politicians, cutting across party lines did not disappoint this year with their share of adventure as well as predictability. The April election saw the Congress come back with a thumping majority even though the Party was clearly divided into two camps.
The Chief Minister Nabam Tuki took everybody by surprise in the state when he recommended dissolution of the Legislative assembly at the end of the three day budget session in March 2014. Just before the budget session, three Ministers, known opposition to the Tuki camp were dropped. It was masterstroke that literally showed who was the boss.
11 Congressmen were sent to the Legislative Assembly without having to stand for the elections making it easier for the party to concentrate more on the remaining seats as well as putting more efforts to outdo each other within the party.
With the Congress at the very top, Chief Minister Nabam Tuki further tightened his grip over the Party. But there is widespread buzz that Chief Minister who is seen as mild manned politician, eager to please everyone has placed the real power in the hands of few of his advisors and officers, who are accused of being running the state at their whims. On the other hand, BJP has been a major gainer this year with 11 MLAs making it to the assembly, a gain of 8 seats in the state. While in the state, it has kept a very low profile, the Minister of Home Affairs Kiren Rijiju remains a key player in the centre. While many speculate that he may soon turn his attention to the state politics, as of now, he seems satisfied with his current role.

The wait that started with the fight of the 108 rejected applicants filing writ petition in the high court challenging their rejection and seeking a direction to allow them to appear in the preliminary examination after correcting/ rectifying the defects prompting the process to drag on for several months till the date for the preliminary test of the examination was finally declared on September 22 2013, still lingers on with the total 645 mains aspirants being made to wait for the fresh dates of the mains examination yet again!
First it was hanging around for the preliminary examination which was held up for
more than six months. And then now the dates of mains examination has been put to
a halt after it was stopped midway in September last since the alleged leakage of
the General Studies paper-
The whole episode of impasse with the examination and the dilemma that the commission is causing, many of the aspirants, they say, have lost faith in the commission. Many, who saw the examination as their way into the brighter future, are no more enthusiastic about the examination.
"APPSC was the only hope but the present paper leakage has completely shattered my hope and faith in the commission. Moreover their irresponsible act has loosened my prolonged preparation. I don't want to write exam under these present commission with all these members. So far, lots of time and money has been spent on this," said disheartened Don Pertin. For Pertin, it is the fourth attempt to crack the examination.
"The present members are ineligible in performing their duties. The present situation is their own creation with improper process of scrutiny, rejection and inclusion of candidates, copy paste of questions from other exams and lack of expert involvement in setting papers," he adds.
Another aspirant Toge Rina lamented, "The institute responsible for selecting the best candidates itself has failed miserably in delivering. It has sealed our fate."
There are many who have left their studies midway just to concentrate in the examination.
"I could not continue my LLB studies as I wanted to concentrate on the exam. But see I am nowhere now. Neither I have my LLB Degree, nor has the exam happened. I am stuck in the middle. And this is just my story, there are many more like me," says Israel Perme who now views their fight against the commission in the paper leakage controversy as an emotional fight.
"I completed my LLB degree in 2013 but I couldn't practice as I wanted to devote my time for the examination. But because of the repeated postponement of the exam, my juniors have now become seniors," chips in Mepe Ete who said that the enthusiasm that he had for the exam is now no longer there.
For many, the whole imbroglio has been a bad dream. It has not only shattered their dream but their family's too.
"I have personally gone through the dilemma of what steps should I take next because I had lots of expectations from examination, even my family. It is said that we should never stop dreaming but in such condition of the irresponsible APPSC members, anyone like me would stop dreaming and would be demoralized naturally. In the beginning, I was very enthusiastic and fully engrossed getting ready to beat the challenges of the civil service examination. I have spent huge amount of money for coaching classes and full of positive energy was imbibed within me which is no more there. I have lost trust in the prestigious platform. It will be hard for me to regain full trust and confidence towards it. The zeal which I inculcated in me for preparing for this exam has shattered down and now it is impossible for me to maintain the same kind of spontaneous energy which I had earlier. Now I have given up my hope as only God knows when the main examination will be held. I doubt whether this examination will be conducted in this lifetime," shared the disillusioned Jombi Jini wondering over her fate.
Many of the state government employees looking forward for better avenues too had to bear the brunt.
"Since I am in service, I had to avail leave for the preparation of exam which went in vain and it has left me physically and mentally drained. I am now disillusioned with the system. The whole controversy reflects inefficiency and insincerity of the commission which further is worsened by the inaction of the state government against the commission. My impression as to this exam being the topmost competitive exam of the state was a misgiving. Now I have completely lost faith in the integrity of the commission in conducting the exam," shared an aspirant who is a state government employee.

Alarming report
Almost all of the most polluted cities in India are located in the north with Uttar Pradesh, Punjab and Rajasthan dominating the list, according to a WHO report on the most polluted cities in the world published this year. Incidentally, UP, Punjab and Delhi also lie in the fog belt of northern India and there's evidence to show that air pollution is worsening the problem.
Of the worst 30 cities, UP laid claim to nine, Punjab to five and Rajasthan to four. Madhya Pradesh and Maharashtra had three cities each while J&K, Bihar and Uttarakhand had one each. Raipur in Chhattisgarh, Ahmedabad in Gujarat and Delhi rounded out the list. India has failed to get their act together while tackling pollution issue. Beside cities, the Indian rivers are also heavily polluted. The government of India should take note of the WHO’s alarming finding and work towards reducing the pollution level.

Let rule of law prevail
Dear Editor,
The suspension of four officials by the APPSC in the paper leakage issue is a welcome step though late, if suspended officers are not made the scapegoat. The aspirants whose life has been put to a standstill since September should get relief at least to some extent.
It is my personal request to the recruiting agency of Arunachal not to indulge in corruption at least in recruitment process.
There are hundreds of brainy young boys and girls in Arunachal now. They should be used for the development of our state.
Else they may choose the wrong path.
Lastly let me congratulate Consultative Committee for breaking the silence of Govt.
Once again I request all the aspirants to go back to their study table and prepare for exam.
Hope Commission will conduct fresh examination and let rule of law take its own course to unearth the truth.

Factor responsible for the Law & Order Problem at Daporijo
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the youths of Daporijo as well as the parents and guardian. We all wish and expect that the coming of New Year will bring something new in everyone’s life.
We welcome the New Year by merry making and enjoying with friends and family. But, when it comes to the youth of Daporijo in groups, they cultivate dissension and bickering by intoxicating themselves and lose their consciousness toward unscrupulous illegitimate act. Serving of alcohol (Local Apong) during festive season is common and nobody cares about age limits for drinking.
As a local denizen of Daporijo I have been observing that during waiting night (31st December) to till the end of January, the law and order problem of Daporijo remain highly active. As per the Police record, quarrel, disputes, criminal case are mostly registered during this season.
Moreover, the recent MMS case has shocked the whole country, the killing of woman at Aya Marde, rape, theft, usual local conflicts, accidental cases which is continuously and repeatedly happening in Daporijo is a matter of serious concern and of course an act of shame. Daporijo has lost its glory and the feature of Daporijo is ugly and worsening day by day. Why we are living in a dark planet, if we are educated and intellectual enough to judge the good & bad things? Why our youth and young generation are diverting themselves toward vicious things which have no personal gain as whole?
Furthermore, celebrating a new year party and other occasion is to bring a transformation within one’s soul by abandoning evil thoughts, bad habits, dark state of mind and to adopt a new environment in one’s thought to do good things, but it is bitterly opposite for some youths of Daporijo, for they think it’s time for drinking alcohol and poking each other with Lamba Dao, shouting abusive language during late night. Year after year why our youths are repeating such shameful acts? If, someone has done wrong then we should never protect them. Rather, we must let them be punished and teach them a lesson to become good citizen.
Henceforth, this is my sincere appeal to every single citizen of Daporijo to protect the prestige of Upper Subansiri District. Be free from violence or discord and the youths of Daporijo should maintain peace and tranquility during festive season.
The authority concern is also appealed to discharge better and regular patrolling Police Personals for stable law and order system from time to time. Lastly, I hope this coming new year will be time to transform our self.

An administrator on the right path
Dear Editor,
Through your esteemed daily, I would like to extend a word of praise for our D.C,
Upper Subansiri Komkar Dulom for his good initiatives for the district in general
and the dwellers of Daporijo in particular. Within a short span of his posting at
Daporijo, he has won over the hearts of people by his sincere efforts and work ethics.
I happen to be a dweller of Daporijo since 1982.I have seen many D.C's come and go
but none has left an impact immediately as the present DC in charge. Some of his
initiatives that has the support of one and all includes:-
1)Complete ban on selling of jungle meat and clamp down on the killings of wild animals and birds; in this regard setting up of forest check gates at the entry points have helped immensely otherwise anybody visiting the market sheds in Daporijo township in this time of the year would have been privy to various wild animals and birds being sold for exorbitant prices.
2)Vast improvement in law and order is another important aspect of his administration otherwise Daporijo had always been on the news for all the wrong reasons.
3)Working on the initiatives of PM Narendra Modi's Swachch Bharat Abhiyaan, the present DC's initiative of cooperating and meeting with various public and colonies representatives for cleanliness and maintenance of drainages, unpaved roads, nallahs etc is worth applauding as well.
4)Another important aspect of his administration was to issue a ban order and thereby stopping illegal constructions along the proposed highway connecting Daporijo to Capital and stretching beyond Daporijo to Takshing via Taliha.
5) As far as his public meetings are concerned; another aspect which he has categorised as very important is his endeavour to improve the standard of education in the district .
May I reiterate, all the above initiatives were undertaken by previous DC's as well but none has implemented it with the alacrity, speed and with good intention as the present D.C.
I wish him all the luck and on behalf of the general public extends him all the support and goodwill.

A record breaking recruitment process
Dear Editor,
Congratulations to the Department of Tax & Excise for the record breaking time taken in job recruitments.
It has been two years since the day the written test for the post of Constable was
held, yet the results are awaited. Nowhere in the country, not even the UPSC Exams
takes such a long time. One fails to understand the logic behind advertisement when
the need for employee wasn't required at all. In such a situation, one is compelled
to think of foul-
In the past, few letters had been shot by the candidates drawing the attention to declare the results but it remained unanswered till date.
Though this letter too may go unheard but once again we pray and remain optimistic that very soon the authority concerned would answer to our prayers by completing the recruitment process.
